build(deps): fix install issue caused by dev deps

In 2.7.3 we moved the dependencies so all the dev dependencies were in
devDependencies but the npm install script doesn't instal
devDependencies so the package installation would fail. I have moved
them all into dependencies so they should now be installed.

Closes #607
