Dependency tarball for onedriver v0.13.0

This is a simple release to allow the download of the dependency tarball needed to build onedriver from source on Gentoo, since the program doesn't have a vendor directory.

This tarball was generated using the instructions available on the go-module.eclass reference page from the Gentoo Devmanual.
