bug(ci): upload Action v4 requires unique artifact names

v4 of the upload GitHub action does not permit for duplicate names (or uploading under the same name). I had to fix this for the PyPi workflows as well. I will get to it sometime today.

@gnikit is this still blocking #34? Now that 0.10.1 is the latest release, would it make sense to update the formula to that version?
