Accepting contributions for spark upstream

If we were to accept more contributions into this branch (and I can see more people do want to), what is the minimum that we need to ensure that we can use committer's contributions?
This is just to ensure that we don't have issues later on as we try to upstream our changes.

The Apache ICLA/CCLA (as relevant) ought to be signed I think. We could do a manual check if this is the case.
Do we know if there are other requirements?

Beyond that I'm not aware of any requirements. I vaguely remember signing it at some point.

As this starts to pick up steam, it's probably a good time to start a JIRA. This project seems like it warrants an umbrella JIRA:

There was a thread regarding a re-vamp of design documentation, possibly adopting the "SIP" model, but not sure how that concluded. A design doc should live somewhere.

@foxish Hi, small issue, it turns out the cla that was signed was for k8s (cncf-cla) not Apache. However, the Apache cla should be set in the next few days.
