linux: Adjust rlimit SIGPENDING & MSGQUEUE behaviour to match linprocfs #1227

Current handling of the SIGPENDING & MSGQUEUE rlimits just return infinity.

Adjust it to match to what linprocfs already does in sys/compat/linprocfs/linprocfs.c
