Bumps [yargs-parser](https://github.com/yargs/yargs-parser) to 21.1.1 and updates ancestor dependency [ava](https://github.com/avajs/ava). Bumping ava four major versions creates an issue with how our tests are currently structure:
ReferenceError: require is not defined in ES module scope, you can use import instead
I understand that we would like to update and resolve issues caused by outdated dependencies, but this one requires a smidge more work before merging.
