Tests failing on master

Per short discussion in recent PR, I see a number of test failures when I clone the repo and execute build.cmd.

Environment:

• Windows 10, x64
• VS 2015 Community installed w/ F# 4.0 (no other VS versions/Visual F# versions installed)
  • VS 2015 SDK installed
