This integrates the latest work from visualfsharp.
It also includes a fix to this issue fsharp/fsharp#584, which will mean System.Runtime will now be implicitly referenced by all scripts processed by FCS henceforce (as it has done when using the Visual F# Tools since F# 4.0).
On .NET 4.0 this might cause problems, but on any later .NET release it should be ok.
