A most simple and basic CSC helper

I added a toolpath parameter and set the default path for csc.exe to the MSBuild path. This worked for the tests on my machine thanks for this contribution. so let's see how it works...

I am in need of a CSC helper for simple libraries. Here is my naive implementation inspired from
FscHelper. I got an end-to-end test attached. I maybe will try to create more elaborate version soon.PS: I could go for doing this helper in "Octokit" style. However, I do not know how to approach it (yet).
