Fix AutoDateTimePicker test to use a timezone that ignores daylight savings #689

  • UPDATE
    • The test previously used the local America/New_York timezone which is dependant on daylight savings time. This made the test fail on the November fall-back time change
    • Updated such that we use UTC in the test
