The command set-output is now deprecated:
https://github.blog/changelog/2022-10-11-github-actions-deprecating-save-state-and-set-output-commands/

Replaced the all set-output with the new method.

* use docker action instead of composite

this makes it more testable locally and it is easier to transfer the
sentry file from steam, as you can run steamcmd container locally to get
it

* cleanup steam deploy

* use bash strict mode
* print actually useful logs
* exit instead of waiting for manual input of steam guard code

* fix deprecated set-output command

Unfortunately I believe this broke the action on Windows, as GitHub Actions do not support Docker on Windows. I get "Error: Container action is only supported on Linux".
