Temp. disable USB hotplug for Notarize compatibility (https://github.com/topics/mtp)
Cause:
node-gyp internally links to an absolute path symlink for python3, causing conflicts with multiple Python environments (refer to comment: https://github.com/karaggeorge/electron-builder-notarize).
