Initial working version. Accepts CSV files from Microsoft Office Online surveys of individual ranked preferences.
Known Problems
There is a possibility that particular combinations of preferences might create clusterings of teams that will never reach the target team size, but that are too big to be merged into teams. For example, if you want 3 teams of 8, but end up with 4 teams of 6, no two of which can be combined.
In practice, we have not yet run into this, but the suggested approach is to tick the box to show the history, so that you can diagnose when/where the problem occurs... and then tweak preferences to address it.
