Release note:

Upgrade Gardener to `v1.64.1`
Upgrade Gardener Dashboard to `1.67.0`
⚠️ There is a new `sow` version available ([3.7.0](https://github.com/gardener/sow/releases/tag/3.7.0)). It's recommended to upgrade sow to this version, as it fixes a bug which can lead to wrong imageVectorOverwrites for the seed clusters.
Upgrade default k8s versions and machine images.
Upgraded the AWS terraform provider. This might cause problems when upgrading an existing landscape - deleting the `gen/etcd/backupinfra` folder should solve this.
