What this PR does / why we need it:
This PR fixes the issue where MCM was unable to restart during cleanup which lead to cleanup failure

Which issue(s) this PR fixes:
Fixes #

Special notes for your reviewer:
The logs for the restarted MCM and MC will now be appended to the existing logs itself.

Release note:

MCM restart happens properly in integration tests now. This fix will get activated, once this version is vendored in your mcm-provider

looks good, hope you have tested the cases of file not present and others..
Also pls add the logs showing the appending of new set of logs on restart..in either MC or MCM
