This will allow python-pip to be managed outside of the diamond class by setting `manage_python => false`
Spec tests are now run in full for each supported OS Added support for testing diamond::python

Let me know what you think of this work. I haven't tested it on a host yet but it passes all the spec tests. If the work seems like something that will be approved I'll finish the testing and submit a final PR.
