ETP preprint release 1

This is the first stable release of the GeneMark-ETP algorithm.
This version of the ETP code was used to generate the results in GeneMark-ETP preprint in bioRxiv: https://www.biorxiv.org/content/10.1101/2023.01.13.524024v3.

C/C++ executables were compiled under 64-bit LINUX kernel 3.10 with static library linking.
