Change official plugins testing condition #25300

As we transition to the new themes repo we want themes to be marked as official plugins on the website. This will allow for that.

This looks great! Shouldn't affect any existing behavior and allows for the official themes to be marked as what they are. Thanks @laurieontech 🙂
