We don't support 2021 and newer, see #2867. A recent release of
tbbin Homebrew/homebrew-core#80329 added a.pcfile, which defeated the logic we added in gazebo-tooling/release-tools#466 to find our back-dated version oftbb@2020_u3added in osrf/homebrew-simulation#1483 and which does not install a.pcfile. To avoid finding the new version, add a<2021version constraint topkg_check_modulesso it should not accept a.pcfile from 2021 or later.
