The effect described in the "pulse_restart" footnote may need to be moved in the main text

This issue is to keep track of the conversation started here #350 (comment) but then abandoned. I think there were some serious point raised so it makes sense to evaluate a way to give better exposure (and maybe examples) to what the footnote refers to.
