Added cmake build. Now the project can be built using GNU autotools or cmake.

Included two new bufr descriptor sequences to get Traditional Alphanumeric Code from BUFR to FM18-XII BUOY and FM35-XI TEMP.

New functions in libraries to get information about version, compiler and compilation time. Also included options in binaries to display same information for the binaries and libraries they are linked to.
