v0.21.0

Fixed an important bug in BUFR tables.

Some csv lines in TableD version 35.0 and above were corrupted because of double quoting in original WMO files. Update to this version is strongly recommended.

Added cmake build. Now the project can be built using GNU autotools or cmake.
