Describe the bug
GitHub Actions Workflows are using a user called "Gaffer" to make automated commits. This user doesn't exist and this causes commits to show as invalid and also causes the CLA bot to show PRs including these commits as requiring CLA signing.

Proposed Fix
Replace this user with the GitHub Actions user. This causes commits to show up correctly and should fix the above issues.
