Vagrant up fails during globally-required composer package installs

I've been using Drupal VM for 4 or 5 months now. I recently went to rebuild my environment and upon running vagrant up I keep getting an error now. I haven't changed my config so I'm curious what would have changed recently to cause vagrant up to fail.

What I also find curious is it appears to be failing during the install of the globally-required composer packages, specifically the hirak/prestissimo package, but I have this commented out in my config.yml.

Exactly the same thing is happening to me, on my initial vagrant up for a new project.

Strange... I haven't encountered this before, but it looks like a permissions issue with installing composer packages to the /root user's home. In this case, can you try setting the following in either config.yml or local.config.yml?

composer_global_packages: []

And hopefully that skips the install and works around the issue.

The alternative is to set the composer_home_ variables explicitly to vagrant user values, like:

composer_home_path: '~/.composer'
composer_home_owner: vagrant
composer_home_group: vagrant

But that is untested, and may or may not help here (I think the task still runs as the root user/sudo). Very strange...

OK, emptying composer_global_packages got me past that, but I ended up dying on arknoll/selenium:
