Bumps outdated deps

#208 - I've bumped rs-tar on Cargo master and that will be bumped later when it eventually ships to crates.

Otherwise I've bumped all outdated per deps.rs/crate/cargo-geiger

I had to update some tests to match cargo_metadata type changes but everything else tests fine.
