Specifying Coordinate Layout when creating array

When creating a geometry array, I'd like to be able to specify the coordinate layout type e.g. interleaved or separated.

Is this possible today? For example, when I'm creating a MultiLineString using geoarrow::array::MultiLineStringArray::<i32>::from(Vec<impl MultiLineStringTrait>) it creates interleaved coordinates but id like to create separated ones if possible

No it's not possible today, though I think there is a method to cast from one representation to the other

See #277. @JosiahParry do you think you'd be able to finish that PR? If you follow the changes for point and linestring, the changes are pretty straightforward for all the other geometry types

Also note that this is separate from the coordinate representation for data created from an algorithm, say convex hull. I don't have any immediate ideas how to do that. I don't want to add a coord_type argument onto every algorithm, as for most people it's an implementation detail they shouldn't have to think about.
