This is quite an important PR, since cibuildwheel 2.20 now uses the ABI stable CPython 3.13.0rc1, and builds Python 3.13 wheels by default. Since Python 3.13 is now ABI stable these wheels can be uploaded to PyPI and are guaranteed to work with future Python 3.13 version.

I'd like this to either come after #451 or be absorbed there, since that makes other changes to the release workflow. We stalled a bit on reviewing open PRs while maintainers were out, so I'm hoping we can start picking up the pace again soon.

Yes, we can certainly do that I think (we are not yet testing the python 3.13 wheels here, though, but I think that is fine to do in your other PR)
