Terraform Provider is considering tag keys as value #111

For tag filters the key of a tag filter is considered as a value. This causes the issue that tag filters using a tag in a unary expression will fail to be processed.

This is most probably the issue reported in #100

…e_check_to_value_only Closes #111: only the value attribute will now be considered to ensure if a value is set or not. Tests are updated accordingly. Q-metrics ok
