Withdraw Savings Balance: allow user to set fee-rate

Fee estimation isn't great here. Ended up having a tx broadcast at quite a low rate with no way to bump it.

It would be nice to set the fee rate on this view.

I also heard a couple of users asking for RBF both for channels or deposit transaction, maybe this could be another issue.

@jpl-btc do you know if this was for LDK or LND?

@im-adithya we should be able to implement this for LND, would you be interested in looking into it when you have time? I have also asked LDK if they will support setting the fee.

I did not pick it up that detail and send them to the feedback forum. If asked again, I'll check if it is an LDK instance or not.
