[WIP] Docs home and nav refresh with new designs #14178

DESCRIBE YOUR PR

This is the home page refresh and top navigation add to the docs site.

Add a top navigation: products, SDKs, etc
Refresh home page with new banner, pull most used SDKs to top, add search bar
Bring product/feature visibility to the top
Make the side navigation dedicated to only the top nav selection
Fixed a focus bug on side navigation so that the selected page stays focused within the side nav (it was jumping back up to the top of the side nav)
