Frequent `XA4236: Cannot download Maven artifact` errors in CI

Description

Seems to only affect Windows but we're frequently seeing XA4236: Cannot download Maven artifact errors when trying to download the Maven artifacts during CI builds.

Not sure what's a good way to fix this because we just declare a bunch of AndroidMavenLibrary items, but the problem is that both net9.0-android35.0 and net10.0-android36.0 builds are downloading the same Maven library versions to the same cache directory in parallel.

On Windows, the cache directory is $(LocalAppData)\dotnet-android\MavenCacheDirectory\. Emptying the cache directory makes it easy to reproduce the problem locally:
