At present, this is likely only slightly better than feature parity with the existing whisper.nvim Known issues: Trailing whitespace Up to an existing length(5 seconds) of speech may be processed when listening is enabled CPU cycles are spent processing speech even when not listening. Fixing these issues is likely dependent upon future efforts to create a dedicated library instead of wrapping examples/stream
A minor misunderstanding of the whisper.nvim implementation resulted in a plugin that was functional, but not a drop in replacement as it should be now.

As suggested, I've started work on a more sophisticated Vim plugin for whisper.cpp.
Compared to the existing whisper.nvim implementation, it provides the marginal improvement of asynchronous execution and no startup latency for consecutive calls, but it serves as a proof of concept before I start work on creating a dedicated library instead of wrapping examples/stream.
To install, copy (or symlink) whisper.vim into ~/.vim/autoload then add a keybind such as
nnoremap <C-G> :call whisper#toggleListening()<CR>
I can hardly claim to be experienced at writing vim plugins, but it's certainly been fun learning.
