Add the ability to manually test windows workflows

Why:

As we have multiple developers on Macs who are deploying changes that could impact Windows tests, we want to be able to manually trigger windows test suites.

What's being changed:

I made the Windows Tests "triggerable" manually.

Check off the following:

• All of the tests are passing.
• I have reviewed my changes in staging.
• For content changes, I have reviewed the localization checklist
• For content changes, I have reviewed the Content style guide for GitHub Docs.
