The on.schedule list item is not indented under schedule:. As written, - cron: ... is at the same indentation level as schedule: which makes the YAML structure invalid (or at least not the intended GitHub Actions schema), and the workflow may fail to load or ignore the schedule. Indent the cron entry so it is a list under schedule: (i.e., schedule: followed by an indented - cron: ...).
