Remove Multi-Device Docs Tester workflow - incompatible with repository structure

Pull request overview
Removes an agentic workflow suite that was designed to build and test an Astro/Starlight docs site under ./docs, which this MCP Gateway repository does not contain—eliminating a consistently failing scheduled workflow.
Changes:
- Removed the Multi-Device Docs Tester workflow definition (
.md) and its compiled lock manifest (.lock.yml). - Removed the shared docs preview server lifecycle instructions file that was only imported by that workflow.

The Multi-Device Docs Tester workflow expected a Node.js documentation site at
./docs/with Astro/Starlight build system. This repository's./docs/directory contains only markdown files with nopackage.jsonor build infrastructure. All 8 workflow runs failed when the agent attemptednpm installin a non-existent package, terminating after ~2 minutes without producing output artifacts.Changes

This is an MCP Gateway repository, not a documentation site. The workflow was fundamentally incompatible with the repository structure and had a 100% failure rate since creation.
