Description
Auto-Triage found that all unlabeled issues were bot-generated workflow reports, and labeling was applied after the fact. Add default labels at creation time for workflow-generated issues/discussions (e.g., automation, testing, documentation) to reduce triage load and keep backlog clean. Reference: Auto-Triage Report - Feb 4, 2026 (Discussion #13733).
