Consider dedicated setting for PR Review Footer w/o Body

For PR Reviews, it's often convenient to not include a body so that it just shows approval. This reduces noise by just marking approval.

It would be nice to have an option whereby the footer is not printed if there is no body to the PR review without having to totally disable the footer altogether.

Add optional field for "footer: false" on safe-outputs.create-pull-request-review-comment that turns off the generation of generated comment in the pull request review comment body. Default is true.

There is already a footer: false -- we added it in one of my earlier PRs.

There was originally logic in that PR to not use a footer if there was no body to the review but that got removed as you (fairly) wanted it to always add the footer so you knew where the review came from.

What I'm proposing here is an option to hide the footer if there is no review body but keep the footer if there is a review body.
