Increase smoke-claude max-turns to 50

Doubles the conversation turn limit for the smoke-claude workflow to allow more complex test scenarios.

Changes

• Configuration: Updated max-turns: 25 → max-turns: 50 in .github/workflows/smoke-claude.md
• Compiled workflow: Propagated to both agent execution and threat detection phases in .github/workflows/smoke-claude.lock.yml

The increased turn budget accommodates the workflow's 10 test requirements (GitHub MCP, safe inputs, Serena MCP, Make builds, Playwright, Tavily search, file operations, bash testing, discussion interactions, and agentic-workflows MCP status checks).
