close-older-issues: true closes older issues based on the workflow-id marker (<!-- gh-aw-workflow-id: ... -->) in the issue body (per docs/actions implementation), not on matching title-prefix + labels. Consider updating the PR description to reflect this so expectations about what will be closed are accurate.
