Programs/Institution without payment - Updates to student and alumni registration form

Describe the task
One thing we missed is that there are three programs which do not come under the Paid bracket. Svapoorna, Swarambh and BMC are programs for which we need not require a payment option.

@Mariamraza15 @Kirtigour to confirm if we need to disable payment based on program or based on institution.

Expected behavior

1. There should be an option in Strapi to turn on/off payment for institution or program (to be confirm)
2. By default it will be turned on
3. If a program/institution has payment disabled, then payment popup should not show up. The registration should happen successfully if all validations are passed.
