Epic: [public-api] Experimental ProjectsService

Summary

In this epic, we will implement and use Projects Service on the public-api.

Context

We want to define and implement the Projects Service to start the migration of APIs to the Public API. To do this, we need to first implement our APIs in experimental mode, and dogfood them in dashboard.

In this epic, we implement and dogfood the following:

CreateProject
GetProject
ListProjects
DeleteProject

Value

Doing this will enable us to incrementally move the APIs into stable, and offer them in the Public API

Acceptance Criteria

Project APIs are implemented on Public API (can proxy to server)
Project APIs are consumed (behind an experiment) from Dashboard

Measurement

Metrics for success/error rate + latency
