No, it is about building VS Code in such way that it can run on workspace images based on ubuntu 18.04 as well as 20.04. It is not about changing workspace images.
Could you file an issue for your request? I am not sure that it makes sense everything is moving to 20.04 and 18.04 won't be relevant in a year probably.

Short point: you are going to have to support 20.04 when 22.04 dominates so you might as well learn now how to support 18.04 while 20.04 is dominating. If for no other reason than not to be caught off guard in a very short 12 months from now.
I did not easily find the end date for 18.04 lts maintenance (it is implied in a graphic to be about 22.09.)
This really begs the question of docker image composition. https://nixos.org/ (I have only heard about it) might be pushing towards what is needed to easily specify what goes into an image.
Have you pursued any kind of domain-specific language or scripting approach that determines image content?
