[Bitbucket Server] False permission suggestions on git push

Assumingely the GitTokenScopeGuesser thing in the server component is not aware of Bitbucket Server details, so it's maybe the cause for false negatives after pushing successfully to a remote.

If the proper solution is not easy to implement, I suggest to effectively disable it for BBS, i.e. always signal OK.
