Create initial dashboard for cardinality management #14250

Description

To better understand what is the state of high-cardinality of metrics that we produce, we're creating dashboards inspired by Grafana's blogpost.

This PR is far from completing all that is covered in the mentioned blogpost, but already provides some value.

The dashboard can be seen here 🙂

  • /werft with-local-preview
    If enabled this will build install/preview
  • /werft with-preview
  • /werft with-large-vm
  • /werft with-integration-tests=all
    Valid options are all, workspace, webapp, ide
