  1. ci: drop stable branches 

    We aim to do more frequent releases, and will not be maintaining
stable branches. Release candidates and releases are cut from main
with deployments to QA and prod.

  3. ci: use newer action versions, replacing node 12 EOL ones 

    Older versions of some GitHub Actions used node 12 which is EOL.
This updates all actions to their latest versions.
