As a user, I want to see the scoreboard in my locale, so I can better understand it

Acceptance Criteria

  • Columns/Rows need to be in my locale.
  • Don't worry about the deterministic wallet names for now.
  • This ticket doesn't include the reward-claim and mainnet-address components.
  • Include subcomponents for the Scoreboard
  • Include badges/levels
