Update MAX_PER_EPOCH_ACTIVATION_EXIT_CHURN_LIMIT to match the modified value MAX_PER_EPOCH_ACTIVATION_CHURN_LIMIT #22 for rationale. The per-ETH churn of activation and exit remains unchanged, except for accounting for consolidations.

Consolidation churn

The consolidation churn is:

consolidation_churn_limit = balance_churn_limit - activation_exit_churn_limit
consolidation_churn_limit = balance_churn_limit - min(MAX_PER_EPOCH_ACTIVATION_EXIT_CHURN_LIMIT, balance_churn_limit)

The current balance in mGNO is 11,399,904 so a churn limit of 2783 mGNO. That's well above MIN_PER_EPOCH_CHURN_LIMIT_ELECTRA and MAX_PER_EPOCH_ACTIVATION_EXIT_CHURN_LIMIT. So we get

consolidation_churn_limit = 2783 - 64 = 2719 mGNO

Consolidations are enabled when the consolidation churn limit is greater or equal than MIN_ACTIVATION_BALANCE. To find the minimum active balance for this condition:

MIN_PER_EPOCH_CHURN_LIMIT_ELECTRA > MAX_PER_EPOCH_ACTIVATION_EXIT_CHURN_LIMIT, so if balance_churn_limit > MIN_PER_EPOCH_CHURN_LIMIT_ELECTRA then we get consolidations are active when

total_active_balance > (MIN_ACTIVATION_BALANCE + MAX_PER_EPOCH_ACTIVATION_EXIT_CHURN_LIMIT) * CHURN_LIMIT_QUOTIENT
total_active_balance > 393216 mGNO
