DB Inconsistence on attachment table

Gitea Version 1.14.x (latest)

found 843 entrys on a production system (DB) that contain attachments with (comment_id=0 AND issue_id=0 AND release_id=0).

• find the case where this are produced and fix that bug - repo deletion?!?
• add doctor command to rm these

When you pasted a screenshot on creating an issue, the attachments will be created, but then you give up to save the issue or comment. Then the dirty DB record and files will be occupied. We need a GC to delete them, but of course, only very old records should be deleted. Assume some one stay on issue creating page for 1 day or 1 week? :)
