Feature request: Create new issue from /issues page

Feature Description

I would like it I could create a new feature from the /issues page. When I click "Issues" on the top navigation bar, it is often because I would like to create a new issue. But there's no UI to create a new issue from that page. There's not even a UI to navigate to the repository I would like to create an issue for from that page. Even if I select a repository from the left bar to filter for issues only from that repository, I'm still left without a way to create a new issue. I'm left wondering what the expected workflow is for creating a new issue.

I would propose a New Issue button with a dropdown to select the repository to add the new issue to.
