Allow pull-request creator to also be reviewer after someone else pushed changes

### Feature Description

Scenario: User A creates a pull request. User B pushes an additional commit to it and wants to add user A as a reviewer.

This seems not to be possible at the moment (Gitea 1.23.5). User A does not appear in the list of possible reviewers.
